What was reported
On October 6, The Verge's Tom Warren reported that Xbox CEO Asha Sharma told staff at an internal town hall that Xbox had something in place for GTA 6 that "no other platform holder is doing". Rumor / leak Outlets including Insider Gaming read it as exclusive cloud streaming rights at launch, which would have made Xbox Cloud Gaming the only way to play GTA 6 on a PC. No length was given for any exclusivity window.

What's still unclear
Ball's wording rules out exclusive streaming and streaming to PC. It doesn't say whether Xbox console owners who buy the game will be able to stream it through Xbox Cloud Gaming, for example to a TV or phone, and Xbox hasn't given details. So the "something no other platform holder is doing" line is still unexplained.
PlayStation Portal is a different thing: it plays games streamed from your own PS5 over Remote Play, not from the cloud.
Our read
For anyone buying on PS5 or Xbox Series X|S, nothing changes. For PC players, the answer is the same as before: there's no way to play GTA 6 on PC at launch, and Take-Two still hasn't announced a PC version. What we know about GTA 6 on PC. This also isn't part of the new Take-Two Xbox publishing agreement, which never mentioned streaming.
Ignore anything offering GTA 6 on PC before an official announcement, including "cloud" links. They're scams.
