Rockstar's new mod rules: what GTA 6 modders won't be allowed to do

The rules cover every Rockstar game, not just GTA 6. But they land weeks before launch, and they're strict.

Rockstar has published new modding guidelines that set clear limits on fan-made content. Confirmed They apply to all Rockstar games, including GTA V, Red Dead Redemption and Bully, rather than being a GTA 6 document. Beebom dates them to September 10.

The rules also forbid implying Rockstar endorses a mod, and ban harassment within the modding community. Rockstar notes the guidelines aren't a license; its terms of service and Creator Platform agreement still apply. Confirmed

What's still allowed

Modding isn't banned outright. Non-commercial, single-player mods that don't break the rules above still appear to be fine. Rockstar has also bought the Cfx.re team behind FiveM, so licensed roleplay servers have an official home.

What it means for GTA 6

Not much on day one. GTA 6 launches only on PS5 and Xbox Series X|S, where mods aren't possible. The guidelines don't announce a GTA 6 modding toolkit, a PC version or a creator programme. Confirmed

The "no unofficial ports" rule matters, though. Some people predict modders will get GTA 6 running on PC before Rockstar releases it there. Rockstar has now said in writing it doesn't allow that.
