In GTA 5, the same handful of pedestrian lines came round again and again. A team just for background chatter suggests Rockstar wants Leonida's people to sound as specific as they look.
What the Game Informer feature says about NPCs

How this fits what we already knew
It isn't the first time Rockstar has talked about its people. In an interview with The New York Times around the August reveal, Rockstar described a dedicated team in Los Angeles working on more realistic NPCs, with characters individually art-directed rather than assembled from a pool of interchangeable parts. The 26-minute Extended Look also showed a small contextual prompt when Jason approached certain characters, rather than a big dialogue wheel, and pedestrians reacting to what was happening around them. Preview report Rockstar hasn't explained how much choice that prompt gives you.
The leak claims, and what's still unverified
Rumor / leak Earlier this year, a Reddit post from someone claiming to have worked on GTA 6's audio and subtitle testing said the game has hundreds of thousands of recorded lines for ambient characters alone, tagged by emotion, location and situation, with linked conversations between NPCs. None of that has been confirmed by Rockstar, and the poster's identity was never verified.
The Game Informer detail doesn't prove those claims. It does make the general direction more believable: a whole team writing background dialogue needs a system that can use a lot of it.
